Why not take our food waste and turn it into a source of energy? That's the idea behind biogas, and the impetus for a proposed new biogas plant in the Cully neighborhood. There's just one hitch to the plan: the company that wants to build the plant, Columbia Biogas, is asking the city of Portland to back its loan -- a scheme that could cost the city as much as $900,000 per year for 20 years.
