Kayse Jama and Leigh Anne Kranz will interview Judith Gelin of the Society for Haitian Arts & Culture. They'll discuss the challenges and barriers facing Portland's largely unknown & unsupported Haitian community and how Ballot Measure #19 will impact their youth. Ballot Measure #19 restricts ESL-instruction to 1-2 years for non-English speaking students. After that, kids get placed in English-immersion classrooms, regardless of their preparedness.
