Portland Water Bureau calls the banks the owners of disputed homes and refusing to provide water
Home foreclosures in Oregon have been proceeding at about a thousand per month and many of these are in historically minority neighborhoods facing gentrification.
An Oregon Appellate Court decision last month called into question the legality of most of these foreclosures and the Oregon Supreme Court is expected to rule later this year.
In the meantime, the Portland Water Bureau is calling the banks the owners of disputed homes and refusing to provide water to homeowners trying to hold on.
